Start with a live self-evaluation and clean data

Keep a current self-evaluation, action plan and accurate person-level SEND data as routine business: Ofsted and CQC give only around 8 working days' notice of a full Area SEND inspection (framework updated July 2025). The single highest-leverage move is not a folder built for inspection. It is a self-evaluation the partnership already maintains and believes, sitting alongside person-level data on your children and young people with SEND that you can stand behind on the day. The framework is explicit that the evidence inspectors ask for should be part of partners' routine business and not produced solely for inspection, so anything you would have to assemble reactively is already a warning sign.

Hold a credible action plan with your partners

The second action is an honest, current SEND action or strategy plan that names what is not yet good enough and what you are doing about it. Inspectors review the partnership's self-evaluation, strategy and action plans at the first on-site meeting, so the plan has to read as a live document, not a presentation. Build and own it with the people who share the duty:

  • The integrated care board (ICB): the health side co-owns the plan, because the health contribution to EHC plans and to the wider SEND offer is inspected alongside education and care.
  • The parent-carer forum (PCF): co-production with your local forum is itself treated as evidence the partnership is working. Inspectors will seek the forum's views directly, so engage it continuously, not in the notice window.

Remember it is the partnership that is judged, not the council

This is the point preparation most often gets wrong. Since the current framework began (first inspections in January 2023), it is the local area partnership, the local authority and the ICB jointly, that is inspected and judged, not the council alone. A single rating was replaced by three possible outcomes, with more weight on hearing directly from children, young people and families. The joint inspection sits on a statutory footing: Ofsted and CQC carry it out under section 20 of the Children Act 2004, at the request of the Secretary of State for Education, and monitoring inspections can follow. Prep that treats health as a supporting witness rather than a co-owner fails on contact with the framework.

Work to the timeline before notice lands

Every local area receives a full inspection at least once in a 5-year period, and you get roughly 8 working days' notice before fieldwork (about 10 before inspectors are on site). That window is too short to build anything real, which is the whole argument for keeping the self-evaluation, plan and data current as business as usual. Use the gov.uk framework and handbook as your reference for exactly what will be requested and judged, and check it against your live evidence now rather than in the notice period.
